Dr. J. Clair Batty manages and provides the product research and development as well as the engineering and management expertise associated with TMT.
Dr. Batty is Trustee Professor Emeritus in the USU MAE Dept and Director of the Center of Excellence for Thermal Management Technologies. He has supervised the research of over 60 MS and PhD candidates, and functioned as PI and director of numerous research projects. In 2003, Dr. Batty was awarded the Governor’s Medal for Science and Technology and named Engineering Educator of the Year by the Utah Engineer’s Council. Recently retired as Head of Mechanical and Aerospace Engineering at USU, he continues his status as a registered professional engineer.

Dr. Scott M. Jensen manages and provides the product research and development as well as the engineering and management expertise associated with TMT.
Dr. Jensen is Co-Director of the Center of Excellence for Thermal Management Technologies, and Senior Mechanical Engineer/Program Manager at SDL. He has managed numerous programs encompassing a large cross–section of customers in the aerospace industry, and has developed innovative thermal management concepts resulting in a significant effect on IR space systems and satellite technology.

Dr. David A. Bell is responsible for implementing the strategic goals and objectives of the organization. He is also charged with soliciting and interacting with new and existing customers in order to cultivate new markets, initiate new products, negotiate licensing agreements and business arrangements, and provide overall business guidance and leadership.
With a Ph.D in Mechanical Engineering and as a co-founder of three other successful businesses, Dr. Bell has both the in-depth technical know how and business savvy to successfully move a new business forward. He is acquainted with the nuances of intellectual property management having initiated, authored or co-authored and/or prosecuted more than 20 US patents. Having worked closely with the Center of Excellence for Thermal Management Technologies since it’s inception in 2006 as the COEP business consultant, he is intimately familiar with the technologies involved and with the associated potential market opportunities.
Mr. Forrest N. Fackrell directs and coordinates all necessary accounting, contract, communications, IT, and logistics efforts. Mr. Fackrell also serves as the key interface between TMT and USURF.
Mr. Fackrell is Vice President for Business Operations of the Utah State University Research Foundation. He is the driving force behind and principal architect of the current articles of incorporation for USURF and the policies upon which IP and licensing agreements are based. He has degrees in both Mechanical Engineering and Business Administration complemented by many years of institutional and business management experience.
